Narratively I think that’s probably our best bet. We aren’t supposed to truly know that he isn’t at full power. He gets his power when he was the most powerful and we should assume he’s at his maximum. Then he reveals he has way more and we go, oh wait, that’s right, he was only at 40%, right? Because Piano is shown shitting himself when Goku starts beating up Daimao implying that he didn't know Daimao had another power up beyond his young form which he knows is already so much stronger than he was pre wish.
