Because Piano is shown shitting himself when Goku starts beating up Daimao implying that he didn't know Daimao had another power up beyond his young form which he knows is already so much stronger than he was pre wish.

Daimao arc power jumps are really nutty lol.

He gets his power when he was the most powerful and we should assume he’s at his maximum. Then he reveals he has way more and we go, oh wait, that’s right, he was only at 40%, right? I think that’s how it’s best read.

So Young Piccolo's (Less than Half) power needs to be so monstrously above King Piccolo (Old's) full power, he could reasonably be at full power.

So if the reader is supposed to assume at this point that Young Piccolo can safely reach 80% without health risks and the fact that what he's been using isn't his full power comes as a last-moment surprise, why isn't the reader supposed to assume he had been using his 80% until then but instead they're supposed to assume they've seen only 40%?
