Insight on Dragon's power

We know Dragon/the revolutionaries are strong, but I found something that could imply that Dragon is potentially Yonko level?

Ivankov speaks of Dragon as having the same sort of overall power as Whitebeard, or at least having enough power to strongly influence the upcoming war.

It seems fairly obvious that Dragon has to be stronger with Haki than Sabo, probably has conquerors haki, and seemingly has a very powerful devil fruit. That alone puts him in the top tiers of one piece we've seen so far.

I'm not sure if that comment puts him equal to whitebeard, but more says the government would be crazy to fight them both at once.
