Is 16's scouter truly accurate?

I see nothing in the fight the presents much of a power difference if at all.

And he does hurt cell with that blast, he does rip off his tail, and he's able to body cell around when he gets his hands on him.

None of his hit's managed to connect except for that rocket punch (which was off guard) and hell's flash
Maybe 16 was taking his infinite stamina into account when he said that him and cell have about the same strength.So cell is stronger but because of 16's stamina advantage over cell that makes them equal

I seriously doubt it. Like when Vegeta tried to fight 18, the difference between Cell and 16 would've only widened because the android had unlimited energy. That's why Cell had to sneak on 17 and absorb him to defeat 16.

I don't think so. Cell's first form was very focused on absorbing the androids, and even though he could've beaten Vegeta initially, he decided to lay low instead and get stronger anyway. Fighting #16 would've been disadvantageous to his mission, as even if he beat #16, he surely would've been too damaged to stave off #17 and #18 as well as possibly Piccolo.

I don't agree in that he could've defeated Vegeta easily. If that were the case, he had absolutely no reason to not attack him taking advantage of the surprise factor he had in his favour (Vegeta wasn't even aware of Cell's presence).
The thing is, he wasn't much stronger than 16 (and that's if he was stronger than 16 at all), and after receiving 16's attack, he weakened. So from there on, the difference would've only widened in favour of 16. Remember that 16 had unlimited energy, it didn't matter if Cell could've connected one or two hits, 16 wouldn't be affected by that unless hugely overpowered (and we saw how Cell was unable to overpower him that much).

He can beat vegeta,but not easily.Vegeta will at least be able to hold on till piccolo arrives.So cell decided to lay low because if he tried to fight vegeta,piccolo would have noticed and appered there before cell gets the chance to absorb vegeta
