Fighting #16 would've been disadvantageous to his mission, as even if he beat #16, he surely would've been too damaged to stave off #17 and #18 as well as possibly Piccolo.
I don't agree in that he could've defeated Vegeta easily. If that were the case, he had absolutely no reason to not attack him taking advantage of the surprise factor he had in his favour (Vegeta wasn't even aware of Cell's presence).
The thing is, he wasn't much stronger than 16 (and that's if he was stronger than 16 at all), and after receiving 16's attack, he weakened. So from there on, the difference would've only widened in favour of 16. Remember that 16 had unlimited energy, it didn't matter if Cell could've connected one or two hits, 16 wouldn't be affected by that unless hugely overpowered (and we saw how Cell was unable to overpower him that much).
