Is 18 stronger in the Boo Sage than in Android saga?

I'd say no. I think her and Krillin just relaxed during the 7 year gap, as evidenced by Krillin growing out his hair.

I seriously doubt it, but if Toriyama came out and said she got stronger, I wouldn't have a problem with it. It would alleviate some of the issues with the base Saiyans.

If she can get stronger I don't imagine the gains would be that much. No one but goku and vegeta seem to really train extensively in the 7 year gap.

I think 17/18 can get stronger. Gero made it so that the shittier androids (19/20) were able to increase their maximum power, so I'd imagine he wouldn't restrict the more perfect cyborgs from having the ability to power up.

I second this opinion. Aside from maybe Cell I don't think the other androids can get stronger from training or other means maybe.

Eh, I'm going to take the unpopular route and say yes she can get stronger based off a few non canon sources. Gero in GT states that 17 was originally suppose to be stronger than Cell, but he was too unpredictable and had to be restricted. Secondly, 18 in Yo! Could read ki when before she could not.

I'm not sure that 18 is specifically stronger in the Boo saga, but I think she certainly has the potential to increase.
