No. Cracker was still weaker than Gear 4 Luffy, whom I doubt is any stronger than an admiral, even more considering Doflamingo could still witness many hits and prove to be somewhat of a challenge with his awakening.

It's also pretty doubtful that Big Mom's commander would have a haki higher than freaking Roger's right hand man, who albeit weakened due to age should still be very strong.

So I don't see Luffy considering Rayleigh into the mix when he made that statement, for some reason.
