Pretty much. The version of his power displayed against Goku wasn't exactly rivalling SS3 Goku, but he could still put up a fight. He's not a tier behind.

At the peak of his rage when Satan was shot, I'd say he definitely is SS3 tier due to the implication that Initial Evil Boo = Peak Fat Boo ~ Pre-Rosat SSJ Gotenks, though he can't actually fight in this instance.

Fat Boo is way closer to SSJ3 Goku than to the strongest non-fused SSJ2s shown in the manga, that's for sure. Boo's power was such that according to Piccolo not even if the three SSJ2s ganged up, they'd have a chance. And that was before Boo apparently showed his full power when fighting Goku, as the name of the chapter in which Boo battles Goku is called "Boo begins to show his true worth". Goku was apparently not going all out in the fight, but he still did use effort when he was battling Fat Boo and had to use some notable effort to counter his KMHMH. Plus, according to the Daizenshuu, Kid Boo was 'somewhat' weakened by absorbing Dai Kaioshin, with the 'somewhat' implying it wasn't a very notable power loss, i.e, Kid Boo isn't that stronger than Fat Boo. So yeah, Fat Boo would be more accurately placed at SSJ3 tier than a high SSJ2 tier imo. If Goku SSJ3 is a 100, I'd have Fat Boo at around 85 or so.

The Daizenshuu was likely taking Kid Boo as the baseline. So he gained power when absorbed South Kaioshin, but he (also Kid Boo) lost power when absorbing Dai Kaioshin. I think it's following the principle that Kid Boo is the baseline. Plus, we know Fat Boo can't just be somewhat weaker than Buff Boo, whose power is even bigger than Super's.

There's also an other entry making a recolection of the Goku vs Fat Boo battle, and the battle is described as an even one or as a close one iirc.

Actually, the title is mostly translated as "Majin Boo starts to see his true worth" in reference to his rebellion against Babidi, what is further reinforced by the title of the episode in the Anime ("Bye-Bye, Bobbidi!! Majin Boo Rebels") and Kai ("Beginning to See His True Worth — Boo’s Rebellion!").

Sure, the title can be translated as Majin Boo showing his true worth as well, given how the term 見え始めた (Mie Hajimeta) merely means his true worth/value is starting to surface.

Well, Piccolo also stated that Goku had yet to go all out. I think you can take that to mean Goku was still pulling his punches a little, not attacking as hard as he could. So maybe Goku (for realz) >= Chibi Boo > Fat Boo ~ Goku (vs Fat Boo).

With his full potential released he's higher than SSJ3 with the stamina advantage. Unfortunately we were never able to see that, since he was cut short by the Grey Boo split.
