Is Goku Black > Beerus?

I'm behind on my Super. Just caught up on the U6 saga and have Goku Black saga in the mail and on the way. Should be to me in a week or so.

Anyway, just a quick question about Goku Black and if he's on the level of Beerus or not? With or without SSJR?

Second question, can anyone do SSJ Rose or is it his alone?

Don't worry about spoilers, I have plenty of info on what happens I just haven't watched the saga from start to finish.

Beerus has only just been surpassed by Goku in the newest episode using a form that was beyond Kaioken x 20 Blue. Black doesn't come anywhere close.

Beeruses power is retconned at every saga, so that nobody will ever surpass him.

1. Goku just surpassed Beerus in the recent episode but that is still doubtful. Beerus is just that insanely strong.
2. SSjinR is just the version of SSjinB since Black's heart is a Kaioh like future Zamasu said in the manga IIRC therefore his hair is pink rather than blue.
3. I recommend you to read the manga for consistent stuffs and less time to finish the story.

So in the FnF arc, Goku and Vegeta have nearly surpassed Beerus...but then in the Goku Black Arc, Beerus is stronger than Kaioken x20 SSJB Goku and Goku Black???

Things were changed up from FnF movie and Fnf in Super.

In the movie, Whis said Goku and Vegeta could fight on par with Beerus if they worked together.

In Super, Goku said he and Vegeta would get fucked up if they tried to fight Beerus together.

So that would explain why he's so much stronger in Super.
