Is It True That A Saiyan No Longer Requires A Tail If Their Baseline Is Stronger Than The Oozaru Form?

If a Saiyan is stronger than the Oozaru form, then wouldn't the transformation amplify their power? For example, if Goku still had a tail at MUI, and transformed into an Oozaru, would his power amplify?

I think MUI is at a point where it can't be amplified by stuff like SSJ, kaioken or Oozaru anymore personally. Otherwise Goku would have tried to use something to boost MUI's power after stabilizing jt.
