Is Mr. Satan from the Evil Dragon Arc just as powerful as in the CG?

Seriously, I don't remember who said that Mr. Satan in DBGT is more powerful.

Is that true?

I also remember in Chapter 41 of DBGT a giant fighter who was defeated by Pan in TB. That giant would have defeated Mr. Satan and Videl from DBZ, but anyway, fighters like that giant were defeated by Mr. Boo and from that moment on by Pan.
