Is Piccolo joining Kami a 2x boost?

Because Tenshinhan talks about Vegeta SSJ, Goku SSJ and Future Trunks SSJ as if they are more or less on the same level. In other words, there is not a very noticeable difference between the 3 of them. Meanwhile, Piccolo is one step behind the 3 of them.

But Piccolo was also put in the same tier as SSJs by Krillin. Also, Trunks was defeated by 18 much more easily than Vegeta. They are not at the same level.

I think it was implied SSJ Vegeta/Goku could fight on par with Future Androids, whom Future Trunks was still weak against. That's why I see SSJ Trunks closer in power to Piccolo than to the other two SSJs.
