Is Puar "human"?

Oolong seems to be an animal human. He walks on two legs and has a human intellect, including speaking a human language.

But Puar flies, doesn't walk (try to imagine Puar walking. Weird image? Reminds me of that stingray pokemon, Mantine, trying to walk for some reason. Now that's a creepier image) and is small like a cat.

I think it is in the same class as Oolong. I have no idea how it learned to fly though. The guidebooks imply that the many of the human lineages were alien in nature, so maybe Puar's ancestors came from somewhere else where this is a natural ability.

Earthlings are comprised of 3 types. Human, Animal, and Monster types. Puar is an Animal-Type Earthling.
