Is Roshi (22nd Budokai) close to Goku and Tenshinhan (22nd Budokai)?

Do you think he is? I believe there's conflicting evidence on this.

Not really. He was already completely outmatched by Match Level Goku. It would be generous to have him at 90% of that power. 80-85% maybe.

Best way to reconcile the conflicting evidence to me is something like this:

Roshi -- 52
Goku (match level) -- 53
-- battle level -- 60

Nah man. Only Tenshinhan was capable of seeing match level Goku. Roshi isn't close to being his equal.

Tenshinhan was also "barely" able to see Goku's movements... it seems Goku employed a technique that heavily boosted his normal speed. Roshi also stated he "might" have been surpassed by Son.

He's a little more blunt about it in the literal translation.

Tsuru-sennin: “H-he’s outrageous…He just might be good enough to have defeated Tao Pai Pai…”
Kame-sennin: “Goku gets bigger and bigger each time I see him…I get the feeling that my position’s already vanished…”

Well, the "I get the feeling" also implies a small gap.

Roshi does says he “might” have lost to Tenshinhan if their fight kept going, but that’s probably because he didn’t know Tenshinhan’s full power yet. He does tell Kuririn to pay attention because it’s going to be a one of a kind fight, so he always knew Goku and Tenshinhan were on tiers of their own.
