Is SSJG Goku a universe buster ?

Depends. You might say it was due to him clashing with another godly opponent uncontrolled that caused those distortions and thus he isn't capable of universal destruction alone, but you could also argue he was just clashing melee attacks and could replicate the same feat if he wanted to.
On the other hand, later on stronger people like SSJ2 Kefla make universal destruction out to be a big deal and Merged Zamasu in the manga also fapped off mere galaxy busting or whatever, so...

No. Freeza who's much higher brags about being able to bust a planet, so Goku's nowhere near even planet level.

Most likely, considering the destruction of Universe 7 from his and Beerus' battle would include it's additional realms such as Other World, Hell, the Makai and the Kaioshinkai, the latter of which is known to make up 10% of the Universe's entirety according to the SEG. That said, SSG Goku being capable of destroying half of this is probably enough to warrant him as being Universe level.
In regard to the Galaxy Busting statement, I see it as being about the same as Beerus bothering to state he can destroy a Solar System (or Freeza's Planet Busting hype
). Plus, the context of the statement had more to do with Zamasu being pissed off with than actually bragging.
I think it'd be relevant to them regardless of how much they were above Universe busters, given that it's known that whilst many of these characters can cause the destruction of the Universe, few can take such. For instance, it was stated that the destruction of the Universe would kill both Goku and Beerus, whilst the fight between two Hakaishin would cause both to be erased along with their Universes. You could say the former was due to unreliable narration through Elder Kaioshin and Kibitoshits perhaps not knowing Beerus' true power, but this seems pretty unlikely manga-wise when Shin made no comment on Beerus being far stronger than he thought during the battle royale.Idea of Gaslight said:

Right, but he was exploding all the power inside him to the point that Vegina speculated even an immortal would suffer consequences if he used such power and thought it'd only destroy a galaxy which is pretty gay since he should be like 10x stronger than BoG SSJG Galu by now. But I guess I could say the same thing for Recoom's Erase Gun "terraforming" Namek when Vegina could blow up a planet at less than half his strength so I could chalk it up to inconsistency, or Toyo still being on whatever the fuck it was that made him so high he thought CSSJB Hakai was a good twist.

It is worth noting that despite his immortal body, he was suffering some fatigue in his Ki as noted by Vegeta, so he must likely wasn't at full power at that point. That, and he may not have wanted to erase the Universe entirely given his goals of wanting to reshape the hierarchy of the Universes, seeing as how Black never destroyed the Earth or Galaxy when he had the chance. Destroying any more than a galaxy may also make it harder for him to be unnoticed by the Daishinkan or Zen-Oh.
