Perona maybe has one. If you don't use your haki before she gets you, you won't be able to activate it, I suppose.

Wb someone who can block foresight haki? Then Fujitora would be screwed.

The Gorosei seem to have an ability similar to this, at least Saturn did. Nobody could use Haki or even move when he activated it.
