Is this evidence for Base Trunks (Post Cell Games) > SSJ Trunks (Pre Rosat)?

According to Cell's data, he states that with his (Trunks') level, he wouldn't be able to defeat the androids, much less him:

After Trunks pushes him back, Cell states that Trunks has gotten stronger before Trunks went SSJ:

Do you think this is in reference of his base self now surpassing his previous SSJ self or him acknowledging the fact that he killed the androids?

Maybe he was comparing equal forms. Though, canon wise (no DBS), his base form is definitely stronger than his pre-ROSAT SSJ self.

The comment came before he transformed, and also Cell has data of SSJ Trunks being no match for either android.

So what? He just deduced that his current base form is stronger than his previous base form.
So, you think SSJ Trunks (Pre Rosat) could've done the same of pushing him back? Or what other thing lead Cell to say that?

You can't make anything of that statement. Cell may have compared Base Trunks to his previous Base self or his previous SSJ self.

It's not an actual impossibility as you yourself admitted.

His base form was never something relevant Pre Rosat, so something doesn't hold.

Probably just an equal forms comparison. The Androids weren’t many times stronger than Trunks, but Trunks has gotten many times stronger… so it’s easy to do the math.

Wasnt Cell suppressed? He was sneaking after all
I personally think Cell was only serious against SSJ Trunks, and not against base Trunks, however no power-up was noticed.

However, he was still ready to kill Trunks despite of knowing that he can transform into SSJ and claimed his superiority over the androids.

The androids were more than 50 times stronger than Base Trunks.

Androids = Less than 2x SSJ Trunks (Pre Rosat)
Base Trunks (Post Rosat) = More than 2x Base Trunks (Pre Rosat)

So

SSJ Trunks (Post Rosat) = More than 2x SSJ Trunks (Pre Rosat) > Androids = Less than 2x SSJ Trunks (Pre Rosat)

I'm pretty sure that when someone does it right before the battle, it's a way of the author to tell us he's powering up.
I don't know how could that be the case... Cell already had more than enough power to surpass the androids or Piccolo and he began flaring up his aura prior to fighting Piccolo. Also Cell does the same in Ginger Town, but nobody does notice anything about a powerup.

Power ups are specified to take place in most of the situations.
