Is Water 7 and Ennies Lobby the same arc?

They're part of the same saga, and the fight against the CP9 fully concludes in Eines Lobby. They're the same arc.

Yes. The events of Water 7 directly carry into those at Enies Lobby and its aftermath to the point they're inseparable. They're "different arcs" in the same way Funimation views the Red Ribbon, General Blue and Commander Red portions of the RRA Arc as separate despite very much being one story arc (ie. not at all). At best, you could separate them as Water 7 being the establishing act and initial conflict, with Enies Lobby being the main conflict and climax.

By that same token, shouldn't the events from Whiskey Peak to Alabasta be the same arc as well?

The CP9 were the main antagonist in both Water 7 and Einess Lobby. In the Alabasta saga the main antagonists repeatedly changed from Baroque Works fodder to Wapol to Croc himself.

They probably did it because 290+ episode cartoons aren't exactly common in the West

It was necessary for Nami to heal up. If it wasn't for that they would have went straight to Alabasta.

I mean yea, but the arc also helped to flesh out Vivi, and it provided more reason to care about her story after seeing her response to how Wapol treated his citizens. If the ship just went straight to Alabasta the events of the war/rebellion would have been less impactful.

Drum Island can be viewed as a small arc on its own, but the entirety of the first part of the Grand Line is part of the Alabasta arc. The Syrup Village arc had nothing to do with the Baratie arc, but both are a part of the East Blue arc as a whole.
