Is Zamasu a Good Villain?

I personally think Zamasu is a great villain, from his beginnings to his overall plan. I also attatch Zamasu to Goku Black because essentially they are one and the same. Do you guys think he is a great villain or a lame duck villain? And if not who is your favorite Dragonball Villain?

He has a reason why he wanted to wipe the mortals so yeah he's one of the best.
