Is Zarma like Kami?

Chapter 7 of super's manga showed Zarma created the super dragon balls in the year of 41 in their god calendar.

In a sense, though from the sheer scale of the Super Dragon Balls' size, I see him as possibly being more of a proper God, in other words, on the same tier as Beerus, Champa, etc. It really all depends on whether or not he's used as a plot point later on, such as a high ranking God or God of Creation, or he could merely being used for exposition and world building in that chapter, only to never be referenced again.

Well, considering that Beerus was retroactively credited for sealing Old Kaioshin in spite of numerous plotholes created from the statement, I wouldn't consider it all that likely that he'd never appear or be referenced again. Toriyama surprisingly does have a habit of referencing extremely old facts, like the 1-day time limit for dead people from the Baba arc or the Red Ribbon Army's defeat.

Whilst true, it's also worth noting that Toriyama has mentioned significant characters and info only to have them never appear or be mentioned again several times before. Dai Kaio, Metamorans and the Ritts being just a few examples.

I suppose that's true, although he did design Dai Kaio in the anime and the Ritts were barely mentioned just once.

Didn't know that about Dai Kaio. I just mentioned Ritts for the sake of it, since it's still evidence of him not elaborating on everything. He also didn't make a design for the Yardrats until DBO, so that's another one worth noting.

With his memory I can see him being forced to answer this question in an interview years down the line and saying this guy ordered Freeza to blow up Planet Vegeta.
