DragonBall Budokai-Tenkaichi games were some-what balanced. DragonBall XenoVerse was only if you consider the story-mode. Balanced not necessarily. Not unless your playing with Destructive Points. Was PvP balanced in Xenoverse? It was balanced. Only in the story-mode you could level-up and the enemies kept getting higher, like you can't defeat Cell if you're still at the level you can manage the Freeza Saga. You'd get owned if you tried that , l0l.
