At least gets up to Post-training Piccolo, given how the Freeza Force's elite troops ought to at least be on the level of the troops he had on Namek. I'd personally say he gets up to FP Nappa and gets stomped.

Significance: “Second-rate” (二級) in the sense of “not very good”. Freeza’s description is very similar to what Toriyama writes in his RF script, as part of his brief description of the big battle)(Despite being called “Freeza Army”, by now it’s been reduced to merely a hodge-podge of second-rate warriors. Strength-wise Earth’s army overwhelmingly has the upper hand, and the enemy force’s numbers steadily drop. However, there are still some strong enemies. The mercenaries are particularly troublesome. Gohan is strongest. And Piccolo’s strong too. Kuririn, Tenshinhan, Kame-sennin, and even Jaco all play a big role.)The quotes imply that all of soldiers Jaco fought were pretty weak and besides Tagoma and Shisami were all low tier soldiers.

That statement would imply that his previous troops would be capable of disposing of one of the Z-Warriors, which obviously isn't true. Freeza was most likely attempting to find reason to blame his army's failure on aside from their opponents being so strong.

Also, even if they were as strong as their previous average troops, they'd still be somewhat second rate in lacking as many powerhouses. Sure, Tagoma and Shisami put all of Freeza's old army to shame, but quantity-wise the old army had at least 8 elite troops to be called upon (9-10 if including Vegeta and maybe Nappa) as opposed to 2.
