Aladdin's Blue Genie had cosmic and phenomenal powers when imprisoned. In The Return of Jafar, the Genie mentions that upon being free, his powers diminished considerably and that he only has semi-cosmic and semi-phenomenal powers.

On the other hand, Genie Jafar became the most powerful Genie in the Universe and far surpasses the Blue Genie.
