I know that, but Janemba is the exception since he is officially stated to be stronger than Hirudegarn by Toei staff. If the statement was in the website when it still existed, then Toei agreed with it

Saying that the guy who bitch-slapped Mystic Gohan is weaker than the guy who wasn't far above SSJ3 Goku until he got his sword? In-universe examples definitely > TOEI's logic.

He stated that the next villain Goku fought had to be stronger than the prior villain. He was unable to come up with an opponent stronger than Broli, so he simply made him appear three times. Even though he eventually came up with someone stronger than Broli (Janemba), his first statement still stands.
