When did Toppo make it apparent? In fact it's been literally shown multiple times that characters have been getting astronomically stronger than before throughout the Tournament yet Jiren could trump all these increases.

I just saw it and there seems to be a bit of a misconception here rather than anything

Jiren was stated by Toppo to have seen through Goku's Depths of Power and NOT the Power on the surface. That's correlating with Goku's inner potential. Jiren has no way of knowing how powerful Goku will become exactly, however he can gauge his POTENTIAL based on the fights he had and his power boosts:

Goku kept getting stronger throughout the Tournament which is even by both Dyspo and Toppo. So what Jiren saw through isn't his surfaced power but his potential:
