Without strain? Goku's 90,000 x 20 is 1.8 million. I don't think Piccolo was that high, maybe 1.4 million at best (thus beating out Freeza ).

Freeza made 2 somewhat significant power-ups, wouldn't that at-least propel him higher than that.

True, but not all power-ups have to be like over 1.5x. Vegeta was only 18,000 on Earth and tooled 16,000 Goku even before he did that "surfacing" of his ki for example.

That's right, but Freeza's first power-up came from him getting angry about Gohan being able to beat him up for a bit, and he says something like "I return the pain I received many times over", so I guess that means he's powered-up at-least enough to be able to be well above enraged Gohan's power.

Then he powers-up a second time against Piccolo, when he was shown to have a slight advantage above him (1st power-up Freeza) & manages to beat-up on him for some-time, before Piccolo takes-off his weights.

I just took that from my list I once made, but that'd make Freeza way above 1.4 million.

I have Piccolo winning barely since he is an strategist in combat.

I have an *ahem* "unorthodox" power level list. I might post it some time, but suffice to say that this could go either way. If Goku hits with a Kamehameha or even a very hard stomach punch, he could very easily one-shot. However, considering how much the Kaio-Ken x20 strained Goku when he was far more powerful than he is here, if he missed he would probably die instantly. I have to give this one to Piccolo because I think he could dodge one Kamehameha.
