I have Kaioshin close to Piccolo in the Buu arc, so I'd say Kaio wins this.

He could paralyze SSJ2 Gohan. Paralyizing SSJ Goku should be far easier and get him a win.

Plus Kaioshin was already aware of SSJ2 Goku's power, so he knows Goku could easily use that power to defeat him without him actually being weaker than SSJ Goku.

Kaioshin also uad some confidence when he and Gohan were going it alone versus Dabra. He felt like the two of them together could get the job done. So he can't be too low on the SSJ chain, otherwise he'd just be no help at all.

I don't think Kaioshin can do much besides paralyze as far as magic goes. He never showed anything beyond that and materialization, and I don't think he could do at the same time.

Kaioshin would easily defeat Imperfect Cell... Piccolo (Cell games) is not that weaker than Vegeta and Trunks (Cell games) yet East Kaioshin is way stronger than Piccolo.

What's your point?

That he admitted he couldn't beat Goku before he knew about Super Saiayn 2. In other words he's not stronger than Super Saiyan Goku.
