So, even if TOEI knows they probably didn't know how much amplified the Kamehameha used against Cell was.
Moreover, Goku's ki decreased heavily after using the Kamehameha against Cell, which it didn't with Broly:
However, a possible counter to this might be the fact that Kaioken x20 Goku's Kamehameha against Cooler didn't decrease his power which against Freeza did and the scene is in representation of Kaioken x20 Goku vs 50% Freeza and TOEI was pretty familiar with that as the episodes were happening during SSj Goku vs 100% Freeza.
