Karin's statement makes it pretty clear that he isn't complete fodder to Goku. I'd say it's far more likely that he was holding back to Tao Pai Pai's level for Goku's training.

Context: Goku asks Karin to train him more
Karin: “Unfortunately…There’s nothing more for me to teach you…[ ] Yeah…I understand how you feel, but…You’ve already acquired enough power to surpass even me”…

Where? The “even me” only implies Karin is one of the strongest guys he knows himself. I’m willing to say Goku might have surpassed Karin while they were training even.

Other than the moving goalpost that are Whis and Beerus, Goku always surpasses his masters after training with them. That’s when someone’s training is complete. Why would Karin be any different?

karin knows piccolo-daimao & young master-roshi i think

goku still thought karin could teach him, that's the difference i think. after goku trained with master-roshi that was that i think but he went back to train with karin i think.

He also wanted Roshi to train him after they finished the Uranai Baba tournament though. It was Roshi who told him to go around the world.

i jst looked that up again & u are right i think, but that seems that he thought he was going to train with yamcha & the others too (like training for cyborgs? i don't knw i think) for 22nd tournament where-as he thought karin on his own could help him reach high enough to defeat piccolo-daimao. also jst saw again that apparently karin looks-down on earth some-times so he might surely knw other characters like seeing 22nd tournament or even piccolo-daimao's 1st reign i think.

Goku never asked Roshi to train him. He was a part of the turtle school and had no reason to believe that anything had changed. Naturally he figured things would continue as they had been before. Completely different situations.

Well, Karin doesn't specify the amount to which he has been surpassed. Karin being surpassed is all we know about the statement.
