Ok, it's time to put this topic to bed, definitively. Kid Buu is by far the strongest Buu. It's not even a debate. At least for the anime.
So we've had multiple statements from Kaioshin declaring Kid Buu as the strongest Buu since his emergence. After Goku and Vegeta decide that they want to raise their ki to attract the attention of Buu to invite him to fight them in an effort to save Otherworld, the Elder Kaioshin tells Kaioshin to give Goku and Vegeta the Potara earrings so that they can easily defeat Buu. Kaioshin agrees. The Saiyans however, say they want to fight one on one. Kaioshin then asks Goku if he can win, since Buu is now the most powerful Buu. Goku tells him that they will manage something.
So right here, we already have everyone in agreement.
Kid Buu > Buuhan
And for me, without a doubt, I consider Enraged Buuhan to be a part of Buuhan's power. And Enraged Buuhan's power should be rivaling, if not equal to Super Saiyan Vegetto's power. But that's another topic for another day. Let's just put this issue to bed, Kid Buu is the strongest Buu with no doubt.
So Kid Buu is stated to be the strongest Buu to Goku and Vegeta and they still intend on fighting him.
This version of Buu, fights against Super Saiyan 2 Goku. Super Saiyan 2 Goku matches Kid Buu's power here. King Kai states that Goku is the strongest fighter. Then, Kid Buu does a big power-up, to which Goku matches. It seems Vegeta was able to keep up with the previous level, but now he has been surpassed.
Kid Buu (Powered Up) = SSJ2 Goku (Full Power) > Kid Buu Initial = SSJ2 Goku (Suppressed) = SSJ2 Vegeta
It seems like Goku was a bit suppressed, and all of the suggestions of Goku = Vegeta in Super Saiyan back in Buu's body and beyond seem to be held up. But now, it feels like Goku's edge of dominance he had heading into the Buu Saga has returned.
Then after fighting like this for a short while, Kid Buu continues to power up. So much so that Dende recognizes that Goku no longer has a chance. Elder Kaioshin has to console Dende and remind him that Goku was just testing Buu out, obviously pointing towards Goku's Super Saiyan 3 power still in the tank.
It's as Kid Buu shows this level of power, that Goku says the infamous line, "You are on a whole different level than all of the other Buus"
This doesn't mean that Kid Buu wasn't always the strongest Buu, this just means that Buu has completely separated himself from any level remotely close to other Buus.
So I'd say Kid Buu had a moderate advantage over Enraged Buuhan initially, that grew a bit more to where Vegeta can't keep up and then unveiling a Super Saiyan 3 type of power-up, he completely separates himself from all Buu's completely.
Goku later states he can't keep up with Kid Buu's movements and that he has never fought anyone so strong in his life.
Although this is not a complete work, this evidence should put this idea to bed that Kid Buu is anything but the strongest Majin there is.
