Tough to say as it's tough to scale that Gohan. All we know is that he could already live by himself and was pretty dependable in searching for food and get by in that tough environment, but that's something that beginning of DB Goku could do as well. I think maybe one could pick up his usage of chi as seen when he burned the Dinosaur's meat using it as an indicative that he's relevant to part 2, but it's hard to go on from there. As it stands though I'd give it to Chaozu. Outspeeding and outmaneuvering a T-Rex isn't that impressive when little Chi Chi accomplished the same.

And then with 6 months from training with Piccolo already raises him to above Raditz level lol.

Despite being no match for Piccolo in their sparring though, Gohan was able to defend himself somewhat for a short while against a Piccolo likely far stronger than the one from the start of the arc and gave no indication of pulling his punches at all, which ought to place Gohan at least far above the 200 battle power threshold. That said, Gohan ought to oneshot Chaozu as long as he can remain focused enough to fight effectively.

I think Gohan being able to tap into his Saiyan Arc power is a good threshold for his power at this point, so Gohan ought to stomp as long as he’s focused in the fight.

Gohan stomps. Chaozu shouldn't amount to much before his training with Kami.
