What power level do you give it? Before Ten even fires it, Cell is looking extremely worried about its power.

I think it was maybe 70% of his power at best. Cell was only pushed back by the blast and sustained no damage to speak of after about a dozen additional hits, can't be within rivaling range imo.

It would obliterate anything weaker than Suppressed Semi Cell. He pushed him back yet 16 didn't even budge him with his punch,

I really don't know. I still find a bit nonsense that Tenshinhan could one-shot 16 and below powers with the Shin Kikoho... not really buying it.

Didn't Tenshinhan pretty much watch Cell eviscerate Piccolo and absorb 17? Why didn't he just Kikoho Cell into oblivion before he could transform? In fact, he should've just used the Kikoho on the Androids and obliterate them. Everything before the point where Tenshinhan holds down 2nd Form Cell implies he is completely powerless before the Androids and Cell. He even says as much after getting choked out by 17.

Agreed. Tenshinhan doesn't act as if he had something up his sleeve that could one-shot 16/17/18/19. He didn't even try it. He even admitted how the situation was hopeless after they getting their butt kicked by 18 and 17, which wouldn't make any sense if he had something that could oneshot these androids.

This should pretty much imply the Kikoho would be useless (in terms of damage) against 1st form Cell imo.

In physics, there are different kinds of strength: pushing strength and smashing strength. Maybe kikoho had a lot of pushing strength
but couldn't even damage Freeza.

Agreed! The Kikoho, by being a kiai-type attack, can push back things a lot stronger, like when base future Trunks was able to push back future Cell with that Kiai, despite his base being most likely weaker than the future androids.

Easily the single most exaggerated attack in DB.

The attack has a massive multiplier, but one hundred times shit is still shit. Tenshinhan fires it 14-15 times, he's clearly not going all out with it, when they were so scared of him even using it once at the 22nd.

Cell takes zero damage from it. Basically the plot demanded that cell be stalled for a few minutes, and it allowed tenshihan to be relevant for a few minutes.
