Castle Guard could be Yamcha level and would still be wrecked the exact same way. I'd say he could at least handle Blue.

Based on Roshi using the Police as a measuring scale for the RRA, it's doubtful they could take down the military. That said, I'd say the Castle Guard should be strong enough to be unaffected by Blue's paralysis, at least.
