Yeah, I'm misusing the word initial. I am actually talking about Powered Up Nappa.

Damn, if Initial Nappa > King Kai, that's extremely tough to fit..

Are we running with the assumption that Kaio never sensed Nappa's Ki? Raditz said the three Saiyans were having trouble conquering that planet they were on, so Nappa might have had to exert himself. What muddles that though is the fact that Kaio admitted he never expected Vegeta to be so strong. But you could just say Vegeta never had occasion to show his true power since he's more than 2x Nappa.
