Actually you have to consciously transform yourself into your element every time you're attacked, and the reject dials are able to hurt Enel even though he's a Logia user. So if Goku merely moves faster than Kizaru can react he's dead

Enel was still intangible while he was sleeping though and while Kizaru was just walking around trying to talk on his denden mushi he got shot in the head but the bullet went right though him

Right, experienced logia users transform reflexively but that's only if they can see the hit coming (which Enel did through Mantra), or trained themselves to react to physical contact that way. Otherwise they'll end up like Ace against Akainu (even though that was purely due to fruit-related power chain). Also since Haki can affect Logia users Goku's ki will probably let him hit them anyways
