I just assumed since it's never stated Goku surpassed Karin until after the 22nd TB, we don't have a reason to believe he did anytime before that.

Karin isn't exactly suited for battle. Despite likely having large Ki based on implications, he most likely wasn't suited for melee combat, hence why Goku was able to catch him.
