Tenshinhan wins. The one source to rate him numerically, Goku Hishoden, places him at 218 and there's no hard evidence contradicting the idea of Kuririn having not reached his level.

I agree that it's doubtful that Krillin had surpassed 23rd Tenshinhan (not out of the realm of possiblity), but idk how much stock I'd put in a video game entry not approved by Toriyama.

It's still the closest thing to genuine evidence we have for things either way, so I'd say it's fair to take it into account when no other source compares the two. It also lines up with the V-Jump entry for Taopaipai which, whilst having him far above BoZ Kuririn seems inconsistent with what's shown, paints the picture that people involved with the franchise on some level held a unanimous belief that 23rd TB Tenshinhan was above 210.
