Yeah, honestly, we should actively be looking for people who are weaker than him in Part 1. There's not many I'd say.

Well Commander Red is like 4ft tall, had no superhuman feats and died to a bullet so he's probably weaker. I can't think of many other people who are tho.

I wonder how wealthy his family must've been for him to amass such a large faction. He didn't seem to be a brilliant strategist by any means so he probably inherited that money.

He got up from what Goku called a "strong" punch. I think him, Silver and Murasaki are all in the same tier so he beats Satan imo.

Yeah definitely money to get even someone as brilliant as even Gero (whose existence is kind of a retcon) invested into the army.

That seemed like a gag more than anything. Goku was so far ahead of White that White getting up from any attack can't be reasonably explained.
