in dragonball z there are 3 (4, if u want) sagas:

freeza saga

cell saga

boo saga

that's it

if we can seperate the 21 tenkaichi budokai from anything prior. Then we surely can seperate the 25th budokai from the buu arc.

no, because the 21st tournament is its own story-arc, where-as the 25th is just part of the boo saga

I don't think 25th or Babidi's spaceship are their own arc. Hell Toriyama was pressured to continue past Freeza and then past Cell where he made it amply clear he would finish up with the next arc - Boo.

Although on that note, the Full Color editions do have a pretty odd way of separating the first part of the series where they group in the 22nd, Piccolo Daimao and Junior arcs together into one arc and the 21st and prior into one "training arc."

But leaving that aside, Boo Arc. Easily the most plot-hole riddled arc of the manga.
