He doesn't say he's amazed by how much Yamcha's powered-up, though. That's Master-Roshi's line.

He's just saying Yamcha is amazing, where-as Chapa-o was weak.

I don't see how you can work around Yamcha and Krillen being shit scared of Goku taking out Chappa.

Considering that Goku said that wasn't anywhere near his full power, I don't have an issue with the statement.

Either way, there should be a way to make BOTH schools of thought work.

Yamcha and Krillen can be amazing and incredible while still making Chappa a legit threat to them.

Krillen and Yamcha clearly think highly of Chappa and Goku's dismissal of Chappa and praise of Tien and Yamcha doesn't mean Chappa is trash. It can all work together.

I have Chappa at ~86% of Yamcha, so Yamcha could take out him without too much problems but not as easy as Goku did.

What is the gap between Goku ( little more serious vs Kuririn ) and Kuririn ? I'm starting to think that it could be a 75% gap.

I don't think I see anything that suggests Goku is actually using more power against Krillen initially than he was against Chappa. Krillen thinks it's possible Goku was using full power while he is matching him because he's caught up in the match.
