I don't believe M8 = Cell Games, if anything M9 = Cell Games.

With that said I have Broly being as strong as Cell Games MSSJ Gohan, so I have him a bit stronger than Goku, but not really enough to flat out stomp him. Goku would put in work, but if he could score a FP KHH I could see him pulling out the win. Otherwise, I'd give this Broly Mid-Difficulty.
