Sure, but the "Southern galaxy" is a reference to the entire southern quadrant. All the time, Universe Quadrants are referred to as "Galaxy" for simplicity. But sometimes they're also referred to as "area". The DBZ universe has countless galaxies and so for Broly to destroy the Southern "Galaxy" during his life would also mean he must have destroyed galaxies.

Movie 8 director also states he can destroy galaxies, which affirms that notion.

Even if you still assume he destroyed a single galaxy, it would scale higher than Super Perfect Cell by default.

It's evident that each quadrant in the DBZ universe equates to countless galaxies. Daizenshuu even references it that way and explains it the way I said it

And that image doesn't represent the South galaxy. They didn't even pin point it as the South galaxy but rather just a "galaxy" that could also be part of the South galaxy.

A galaxy is described as a quadrant consisting of millions of galaxiess. So in DBZ, "Ginga" means quadrant:

So according to King Kai, Broly almost destroyed the ENTIRE southern quadrant (A couple of planets is nowhere near the size of a universal quadrant):

It would sound retarded for Broly to destroy one galaxy and then go the northern galaxy when their goal is to destroy everything and enslave people.

Movie 8 Guide states this:

"who's been laying waste to the South Galaxy."

So Broly destroyed 1/4th the universe over time, which is a ridiculous feat indeed. Even in Broly's life span (as old as Goku), he is going to destroy the entire universe:

And if it was a single galaxy, King Kai would've knew directly that there was someone recking the galaxy, but he only knew that after the Southern Galaxy was almost eradicated.

Broly = Multi-Galaxy level > Super Perfect Cell. Pretty much intentional kek.

SSjin Broly >= Base Gohan > Base Broly, and we all know the Base Saiyans are weaker than Semi Cell so. Cell wins.

Gohan starts of in Base thinking he can inflect damage upon Ssj Broly, but after trying and ending up almost relative, he states that Ssj Broly is "as strong as ever" in comparison to his Movie 8 counterpart and he even states that in his Base form, he has gotten far stronger than ever before. It's safe to say that these Broly movies don't scale to the Canon continuity because they violate each other so much in terms of Power Scaling.
