Considering that Broly was comparable to weak ass Grade Form Super Saiyans in the previous movie, it makes perfect sense for Gohan's comment here.

Broly's zenkai allowed him to go from being God Tier to a Grade Form Super Saiyan to know being the Strongest Full Power Super Saiyan. It works out perfectly for LSSJ Broly M8 to equal SSJ Broly M10. This is numerical harmony. Whenever we have numerically harmony and we have quotes that can be reasonably made to back up this assertion, we should take it!

"He's as bad as he was before" sounds like exactly what he means. He is now as powerful as a Super Saiyan, as he was in that monster form. This is the most logical option. This is Occam's Razor, this is the infallible logic of the God King. You're welcome.

He wasn't. He was significantly superior to Vegeta and implied by Kaio to be above Goku whilst still a restrained Super Saiyan.

Which would mean he's "worse than before" and not "as bad as before", unless you somehow believe Gohan was idiotic enough not to factor in LSSJ.
Either Broly is no stronger than in Movie 8 (which obviously isn't so), or the statement isn't related to power.

I'm with Captain here. To me that Gohan quote seems to be referring to his personality rather than a direct statement on his powah. They'd be more blatant if they wanted to reference that. They could have easily said "wow! The powah of his Super Saiyajin is more powerful than his prior Legendary Super Saiyajin!!" but they obviously did not. You have to twist it around and deduce that for yourself, but I don't believe that was the intention. It seems Gohan was merely calling him a bad dude, like he was previously.


As for the discussion, I cannot remember whether or not Gohan is said to be SSJ or SSJ2 in this movie. If it's the latter, it makes me think the zenkai was substantial, but even then I find it hard to believe it would be enough to surpass his roided up LSSJ.
