Trunks implied Vegeta was too rusty to fight, but Bojack actually had to step in to stop Vegeta and he lasted much longer than Trunks did.

It's a stretch to say Bojack had to step in. Vegeta immediately rushed at him before the henchmen had a chance to attack him and Trunks had been fighting not just Bojack, but his henchmen prior as well as having been KO'd by an off-guard attack from Bojack before that.
Going to give this to Trunks seeing as how Roshi didn't rule out the possibility of Trunks having a chance against Gohan, suggesting he was at least somewhat stronger than his Cell Game self.

how different do you think the scale here is compared to the Cell Games? Did Gohan get weaker while Trunks got stronger? Did Vegeta get weaker?

I don't imagine Vegeta weakened at all, merely staying the same (especially considering Boo Arc Gohan took 7 years to get so sloppy). It could be a bit of both for Gohan and Trunks, since I believe it's stated in M9 Gohan hasn't had a real chance to train lately and his boost when he was temporarily able to fend off Super Bojack and co. could be seen as him going back to his Cell Game level. Either that, or Trunks simply got far stronger as the anime treats the time gap between the Cell Game and the Anoyoichi Budokai as nowhere near the 3 years it should've been (the anime even changing the timeskip to Trunks killing his timeline's Cell as "some time later") and it'd come off as nothing but a Toei nerf for Gohan to get so much weaker in so little time.
