In which situation can it be performed?

In DB, both Mutaito and Roshi could seal Piccolo Daimao, but at the expense of their lives. Piccolo Junior reverted Kami's, and in DBS Roshi stated he'd die were him to use it on Zamasu and wouldn't be able to seal him at all.

Can we assume the gap between Master Roshi (DBS) and Zamasu is bigger than the one between [22nd Budokai] Roshi and Piccolo Daimao? Because Roshi stated he wouldn't be able to seal Zamasu, while he just didn't seal Piccolo because he missed the jar.

Also, if Goku from DBS were as strong as Roshi he'd also have died if trying to seal Zamasu? Or is that just the case with Roshi due to worse stamina?

Actually I was more joking. Is there anyway the gap between Frost and Master Roshi is smaller? I don't know. Most,would say it's unlikely.

Yeah, Master Roshi is fairly old in-universe so maybe that also has something to do with his stamina.

Of course the gap between Roshi and Zamasu is larger than Roshi and Frost. Future Zamasu isn't far from Blue tier while Frost isn't even as strong as a regular Super Saiyan.

I meant the gap between Master Roshi and King Piccolo.

From a tier perspective rather than a battle power perspective (a contradictive scale that was thrown out after the Freeza Arc anyway), the gap between Roshi and Daimao ought to be larger than that between Roshi and Frost. At that point, Roshi was Large Building level and Old Daimao Multi-City Block level at least and Town to City level at the very most, whereas we don't have any feats to place Roshi and Frost on completely different destruction tiers.
