Maki and Oil are the least assertive characters in the entire series.
When Goku managed to leave Gas at the other end of the Universe, Goku was in his PSSJB state and ready to protect Monite from Maki, Oil, and Elec.
Maki thought that if she and Oil brought out their Instincts, they could give PSSJB Goku trouble. If Maki managed to unleash her Instincts, at best, she could rival Reecome. Maki's idea is practically as silly as thinking that Monster Zarbon and Dodoria could give UI Sign Goku (ToP) a fight.
In addition, Maki only considers Mega Instinct and UI to be strong states. Does that mean that Maki doesn't consider Goku PSSJB strong?
Simply Maki is not able to size the power of Vegeta, or Granolah, or Goku.
