Ok, I think I have a formula to figure out Manwolf.

(Jackie > Yamcha) ~ (Jackie > Manwolf)

This should be the same gap. Jackie with his lowest level of effort completely clowns both. So logically Jackie is at the same percentage of power initially against both.

The only difference is that Jackie is wildly powered up in 22nd Budokai. So we have to keep that inline here.

So let's say this.

Yamcha 60
Jackie (Super Suppressed) 75
Jackie (Full Power) 300

We take that and just transfer it over.

Jackie (Full Power) 1,500
Jackie (Super Suppressed) 375
Manwolf 300

That makes Manwolf very high, and probably beyond what makes sense to me, but it's an interesting formula.

Manwolf thought he could kill Jackie with a pocket knife lol. Plus Jackie didn't praise him like he does other great martial artists like Nam, Pamput and Chappa. He is not that strong.

Yeah this seems a bit extreme. Because when Manwolf showed excitement to fight Jackie, Krillin and Yamcha immediately said that he can't seriously think that he has a chance against Jackie. They did know that Jackie improved from the preliminaries, but they wouldn't know by how much. So I think 21st Jackie >> Manwolf is a safe assumption.

Jackie Chun literally didn't give af about him. He at least gave Pamputto some credit by admitted that he was extremely strong by ordinary standards.

Chapter: 115, P11.3
Context: Jackie beat his first opponent in the prelims with a single punch.
Goku: “That ol’ guy is still awesome!!”
Yamcha: “Leave it to him to have polished his moves even further since the last tournament…”

Chapter: 115, P13.2
Context: Jackie passed the preliminaries.
Kuririn: “He’s…really good…isn’t he…?”
Yamcha: “Don’t want to go up against Goku or that old man too early, eh?”

But based on what the others said, Man Wolf is definitely weaker than 21st Roshi anyway. He's 21st Kuririn level at best.

Yes, but this isn't contradicting what I said. They were impressed by a clearly suppressed Jackie who was putting in zero effort.

I thought you were saying they didn't think Jackie improved. My bad.

Panputto would have been a fearsome opponent if he was introduced during the 21st tournament. Manwolf is mid in general.
Pamputto would probably lose to the 21st Budokai big 3 (Goku, Jackie Chun, Namu).

Based on what? He has superior feats to them.
Ehhh... him destroying the Tournament wall with an elbow strike literally mirrors Goku launching himself into it with his tail. Giran also could destroy the wall himself per his own words.

Exactly. Goku couldn't even do the same level of destruction with a full power kick compared to just Panputto's elbow. Similar feats with a weaker attack. Imagine the damage could have done with a full power kick?

Giran also could destroy the wall himself per his own words.
This doesn't seem likely considering that Goku breaking the wall is what made Giran quit.

No way can Giran break the wall in the same fashion.

Maybe Giran didn’t think Goku would have so much energy left after breaking the Guru Guru Gum.

Even BoDB Goku was already pulling off wall level feats!

Giran is completely shocked by Goku breaking the gum and is even more shocked that Goku broke the wall.

Giran's shock has nothing to do with Goku's reserve energy and everything to do with Goku's astronomical power being able to break a wall like that.

This is a simple story, anyone would walk away with this interpretation, let's not overcomplicate things for the sake of your power levels.

Goku and Yamcha both failed to be able to pierce through Pilaf's wall. Pilaf's wall is probably comparable to the wall at the Budokai. Perhaps a bit more reinforced, but they are similar levels of brick depth.

Pilaf's walls were made of steel, they were definitely more sturdy than the Budokai walls.

Just revamped my list. Manwolf ~ Giran seems like a good placement, don't you think?

As for the wall debate, a prison wall is definitely way more reinforced than a decorative one.

I don't think it contradicts much.
