Yeah, he's a 22nd Budokai preliminary fighter. 22nd should be on an entirely different level than 21st. Tien basically mocked the Turtle Squad for thinking they were something special for placing high last tournament. I suspect the level is much higher this time around.

It's much higher because of the presence of the Crane school. Tien was taunting them he was like "you may have made it far last time but you aren't beating us".

Their presence no doubt raises the stakes, but the stakes were already raised. Fighters like Panputto are already probably beyond Roshi/Goku's level at the 21st.

Antoine the Great seemed to be strong enough that 21st Krillin couldn't have as easily handled him as 22nd Krillin did.

Bacterian was already well beyond 21st Yamcha. ManWolf being above Bacterian makes sense.
