Do you think that when mastering the SSJ through the RoSaT, some thing else changes besides getting rid of the restlesness the un-mastered SSJ begets?

Aside from providing naturally better stamina control due to becoming as natural as their base state and allowing them to likewise control the amount of power they output far better, I wouldn't say so. There doesn't seem to be anything supporting an increased multiplier or anything of the sort, considering what guidebooks have to say on SS2's boost and the idea of it being able to output more power than the grade forms in general not really lining up with the point of mastering SSJ, plus (for what it's worth at this point), Toriyama's BoG interviews about Galu needing to strengthen his base and SSJ forms instead of using SS2 and 3 would suggest that this wasn't a part of his mastery of SSJ in the Cell Arc.

What would you say about Goku not using grade 2 vs Cell, though, despite that possibly putting him in a considerable advantage? Maybe once mastering the SSJ, the grade forms are no longer accessible?

The most likely explanation is that he probably deemed it as not worth the benefits. Sure, it'd probably provide Goku with the power to overcome that version of Cell, but he seemed to be aware Cell wasn't going all out and such an opponent was already able to burn through his stamina without him relying on such a transformation. It seems Goku views using even Grade 2 to be the wrong way of fighting.

I think better control over his power is a byproduct of removing the intense SSJ feeling. It gives clarity of mind which makes him fight far better and more strategically.

Given how Ki control resulting in harmful mutations over the body was the main issue of the Grade forms, Goku should be capable of raising his power past what Vegeta and Trunks could with no such drawbacks. Just as he’s shown to and just how Vegeta explains it to Trunks. Makes sense since mastering of the form in itself wouldn’t provide nearly enough a power up.

I theorize that, as kaioken, the grade forms become less effective as base power increases, until they become useless.
