Could be, but I think Gotenks training perhaps only allowed him to realize Super Saiyan 2 and Super Saiyan 3. Not that there is a disparity between his Base/Ssj forms from Goten.

I think Goten’s gains are parallel to Gotenks gains.

I think that's all part of a gag for Base Gotenks. I don't think any of the implications for Base Gotenks should be taken seriously other than that they are stronger than the Super Saiyan kids.

All of the gag suggestions are throwaways.

Krillin doesn't seem to have noted anything different from Fat Buu to Super Buu transition, I don't think his opinion matter much on this situations.

He doesn't say anything about his power. He and Yamucha think Base Gotenks might have a shot just because he sounded confident. It's like when Goku and Vegeta first fused in Broly. Fat Gogeta claimed that they could win and Piccolo just shot him down very quickly.
