I think #19 wins. He's at the very-least equal to Mecha-Freeza, in my opinion so with his advantages he can definitely win every time.

Android 19 is initially very weak, so weak Vegeta can rip his hands off even after he has absorbed Goku's Super Saiyan Kamehameha, Goku's Base form's ki and Super Saiyan Vegeta's ki.
Freeza is many times used as a measuring stick for 17 and 18, not like 19 and 20.

Vegeta's statement about them not being so fearsome as they were told, the fact they are helpless against a sick SSJ Goku, the fact their powers are never brought up again after they are defeated unlike Freeza's, Piccolo stomping one of the androids solo while being inferior to Trunks, Krillin still using Freeza as a measuring stick for Cell, Kami and Tenshinhan treating Trunks' feat of killing Freeza highly, etc..
