I'd personally disagree with Gola being superior to Zuko, seeing as how the arguments for those of post-Karin Goku being City Block level being quite weak and him not having the speed to compete.

Azula on what level do you have compared to DB?

She's City Block level with MHS speed based on Zuko manipulating and dodging lightning. In DB terms, she's stronger than any of the 22nd TB participants bar Ten's Kikoho, though far faster than any Part 1 character other than perhaps 23rd TB Goku/Piccolo and maybe Kami's reactions.

He's Mountain/Large City level with High Hypersonic attack speed (MHS+ speed for his lightning attacks), so anyone of Small Island level will suffice.
